Actually you can purchase the option for $350-$500 on new Infinitis at many if not most dealers in the U.S. Many states actually prohibited them until they were overuled by a Fed change which allowed them.
As far as disabling them if you have them, I think they may be triggered by the parking brake. Therefore if the car is running and the parking brake indicates it is released then the DRLs should be set to be turned on (fog lamp at least in later models).
I am not sure of this but the logic may allow you to disable them if the normal headlights are indicated as being on.
I believe most additions of DRLs for Infiniti involve adding a relay so many assume that disabling the relay will turn them off. I think this would apply only to cars which did not come with DRLs from the factory as the BCM appears to be what determines the state of the DRLs via engine running indication and parking brake released inputs to the BCM which in turn sends a signal to the IPDM to turn on the fogs.
As far as being required in the U.S. I think this may only apply to the Smart Car at the moment.
For those that assume that DRLs fullfill the requirement in some states for 'lights on based on conditions' this may not be true especially for systems that use the fog light instead.
